How to handle items missing from multiple-pallet shipment to a jobsite?

Hello everyone:

I need some advice on how to deal with a situation unfolding at work. I work as the warehouseman/shipper/receiver at an electrical contractor. Over the last few months, one of the project managers ordered 7 pallets worth of light fixtures to prepare for a project. When these shipments showed up, I went through them to make sure everything matched up on the packing list. Everything matched and nothing arrived damaged.

When I get shipments, I check off everything on the packing slip, scan the packing slip, email it to the PM so he knows that the shipment is here, and keep a copy for myself. If something is off, I make a note on the packing slip before scanning it. If there is damage, I take pictures.

Last week, I was told to ship everything to site. I arranged to have everything couriered directly to site on 1 truck. At this point, everything appeared to go perfectly.

Fast forward to today, the PM informed me that 12 fixtures were missing and told me to figure out what happened to them. Even though I feel this is an unreasonable request, I did some digging anyway. All I know is that the courier did their job and shipped everything direct. One foreman at the site signed for 7 pallets delivered and another foreman helped with unloading everything. I am not sure how these items were being stored on site (I have no control over this).

If you were in my shoes, how would you handle this situation? I feel like I have done everything I should have and covered my rear end. I don’t know what else to do.
