How do the express carriers handle duties? Do they pay the government and then bill you? FedEx is not granting us an exclusion dispute.

We used FedEx for importing emergency supplies that were subject to a tariff exclusion but now they are being really weird about our dispute saying that our invoices did not formally list the 99 exclusion HTS and that a PSC would need to be filed at the cost of $150 per invoice.

Are they just trying to cover their ass for a mistake they made? I've never heard of commercial invoices needing to specifically state that an item is subject to exclusion. Our other brokers all just file both the regular HTS and the exclusion HTS at time of entry.
