I was in this convo over in r/PuertoRico about what existing industries could be strengthened or new ones be brought to the island to help the local economy which has really stagnated and declined. A lot of specialized manufacturing was discussed as wages are apparently somewhat competitive, but the issue was getting those finished goods to market. Obviously Jones Act brings up the price on domestic shipping b/c of the lack of qualified carriers, but what about for international shipping? We were also curious about international imports and the routing through which goods (and materials) get to PR from the international manufacturers.
Are finished materials ever delivered from international ports directly to Puerto Rico (is there ever enough going to PR to warrant direct service, or will a ship make a stop in PR while on its way to another port?), or do they consolidate everything that's coming from abroad that's bound for PR at mainland US ports from all the different ships and then put it all on 1 ship (which would then mean Jones Act compliant ships only and therefore higher importation costs for PR).
I also understand there's a lack of backhaul on ships returning to Asia, but do these ships (or are there any ships) that return to European ports first and could this be an opportunity for viability of certain goods to be manufactured in PR and shipped to Europe, Africa, etc? Or would the shipping rates not be low enough to offset wages + shipping from certain other parts of the world?
