ORD - Chicago - Air Freight Delays

I have a Air Freight that has been stuck in ORD for over a week. Here are the explanations I am getting for delays:

The issues in Chicago are volume and workload related. The primary bottleneck is the Ground Handling Agents (GHA’s) that work the cargo for the airlines (both inbound and outbound). Here are few bullets points

Airline Ground Handling Agents are extremely congested. The Chicago airport is seeing heavier volumes than they have ever experienced (specifically the number of charter aircraft calling on Chicago).
Ground Handling Agents are under-staffed due to the past year and ongoing Covid restrictions. Efforts to increase staffing are ongoing.
Ground Handling Agents are dealing with a new Export screening requirement from July 1 that has led to further congestion. The screening process is very labor intensive and takes a lot of warehouse space.
Trucker wait times for cargo recovery at the airline is averaging 8-10 hour (or longer), depending on the carrier. This limits the number of trucker turns / recoveries per day.
Historically a driver could make 4 turns per day at the airport. Currently they are averaging 1
