Looking for a solution to a common shipping issue

I currently work for a company that sells stuff, along with this stuff we sell spare parts for that stuff, which I am now in charge of.

We ship spare parts to all corners of the world that drastically vary in size and weight, which I'm sure you know affects your freight costs. It is important that when we send out quotes to our customers that we get an accurate freight price, as this can harm our profit margins if not estimated correctly.

For spare parts that we have in stock or registered in our item database, we can somewhat estimate the size and weight for these as well as how many packing materials will be needed, which allows us to better estimate shipping price (although not always, as item size is usually always smaller than the item's packaging size, which also varies depending on quantity ordered by the customer, not to mention that awkwardly shaped items are a game of "packaging Tetris" for us). We also have a lot of customers who sometimes require spare parts that we have no information on at all and these items need to be ordered AFTER we already have quoted a shipping price to the customer.

Long story short, we want to get better at accurately estimating weight, dimensions, as well as getting everything to fit into fewer boxes, pallets, etc. (So that we can quote a cheaper shipping price to our customers and avoid losing money due to unforeseen packing circumstances)

Anyone have some interesting solutions? Or examples of how other companies get around a logistics issue like this?
